Excel Property Management ("we," "us," or "our") manages residential and commercial rental properties in Tulare County and Kings County. This Privacy Policy explains what personal information we collect through our website, epmrentals.com, how we use it, who we share it with, and the choices you have. It applies to visitors to our website, rental applicants, tenants, and property owners who contact us through the website.

1. Information We Collect

Information you give us when you apply for a rental. When you complete our online or paper rental application, we collect:

  • Your name, email address, phone number, and date of birth
  • Your Social Security number or ITIN (Individual Taxpayer Identification Number), and your driver's license or ID number
  • Your current and past addresses, rent amounts, and landlord contact information
  • Your employer, position, income, and other sources of income
  • Vehicle make, model, and license plate
  • The names and ages of other occupants, including minors in the household
  • Pet information
  • Answers to questions about bankruptcy and eviction history
  • Personal references and an emergency contact
  • Your electronic signature
  • Documents you upload, such as a photo ID, Social Security card, or pay stubs
  • The same information for any co-applicant

How we use your Social Security number or ITIN. We use it only to confirm your identity and to run the screening reports you authorize. We do not ask about, and do not require you to disclose, the immigration or citizenship status of any applicant or household member. If you do not have a Social Security number or ITIN, or you prefer not to upload a copy of your card online, call our office and we will explain your other options. If you have a government rent subsidy, such as a Section 8 voucher, we measure income only against the part of the rent you pay. You may choose to give us other proof that you can pay your share, such as benefit letters, pay records, or bank statements, and we will give you reasonable time to provide it and consider it instead of your credit history. We may still verify your identity, employment, and rental references.

Information you give us in other ways. When you use our contact form, send us an email, request a showing, submit a maintenance request, or contact us as a property owner, we collect your name, contact information, and anything you choose to include in your message.

Payment information. Application fees paid online are processed by PayPal. You enter your card or bank details directly with PayPal; we do not receive or store your full card number. PayPal tells us your name, email, the amount paid, and whether the payment went through.

Information collected automatically. Like most websites, our site and our service providers automatically collect certain technical information when you visit, including your IP address, browser type, device type, pages viewed, the website that referred you, and the date and time of your visit. We use Google Analytics, which uses cookies to help us understand how visitors use our site (see Section 5).

2. How We Use Your Information

We use personal information to:

  • Review and process rental applications, including verifying identity, income, employment, rental history, and references
  • Obtain consumer credit reports and background or eviction screening reports, with your authorization
  • Communicate with you about your application, a property, your lease, or your request
  • Process application fees and other payments
  • Manage leases, rent collection, and maintenance for the properties we manage
  • Respond to questions and requests sent through our website
  • Operate, secure, and improve our website
  • Meet our legal, regulatory, fair housing, and record-keeping obligations, and protect our rights

3. How We Share Your Information

We do not sell your personal information, and we do not share it for advertising purposes.

We share personal information only as needed to provide our services:

  • Screening companies and consumer reporting agencies that prepare credit, background, and eviction reports, with your authorization
  • The owner of the property you are applying for or renting, or their authorized representatives
  • Government housing programs (such as Section 8 or HUD programs) when you are applying or participating through one of those programs
  • Service providers that help us operate. These include our website hosting provider, email provider, PayPal, Google Analytics, and our property management software provider (Yardi / RentCafe)
  • Legal and safety purposes: when required by law, subpoena, or court order, or when we believe disclosure is necessary to protect the rights, property, or safety of our tenants, owners, staff, or others
  • Business transfers: if our business or the management of a property is transferred to another company, information may be transferred as part of that transaction

4. How We Protect and Keep Your Information

We use reasonable administrative, technical, and physical safeguards to protect personal information. Information you submit through our website is encrypted on its way to our server. Access to applications is limited to our staff, the people and companies that maintain and host our website and email, and the others described in Section 3.

No website or computer system is completely secure, so we cannot promise that your information will never be lost or seen by someone without permission.

How long we keep it. We keep rental applications and screening records for at least three years, as California law requires of licensed real estate brokers, and longer if a housing program, a legal claim, or your tenancy requires it. We then securely delete or destroy them.

5. Cookies, Analytics, and Do Not Track

We use Google Analytics to collect information about how visitors use our website over time. Google may collect information about your online activities on our site and across other websites. You can learn how Google uses this data at https://policies.google.com/technologies/partner-sites, and you can opt out by installing the Google Analytics Opt-out Browser Add-on at https://tools.google.com/dlpage/gaoptout.

Most browsers let you block or delete cookies. If you do, some features of our site may not work properly.

Some browsers have a "Do Not Track" setting that asks websites not to follow your activity. Our website does not currently respond to that setting.

6. Tenant Portal

Current tenants pay rent and submit maintenance requests through the RentCafe Resident Portal, which is operated by Yardi Systems, Inc. Information you enter in the portal is handled under Yardi's own privacy policy.

7. Children's Privacy

Our website is not directed to children under 13, and we do not knowingly collect personal information online from children under 13. We collect the names and ages of minors only when an adult applicant provides them as household occupants.

8. Reviewing and Correcting Your Information

You may ask to review or correct the personal information we have about you by contacting us using the information below. We may need to verify your identity before responding. If we deny your application, or approve it on different terms such as a higher deposit, because of information in a credit or background report, we will tell you in writing. That notice explains your rights, including your right to get a free copy of the report from the company that prepared it and to dispute anything that is wrong. If you pay an application screening fee, we will send you a copy of the consumer credit report we obtain, by mail, email, or in person, within seven days after we receive it.

9. Changes to This Policy

We may update this Privacy Policy from time to time. When we do, we will post the updated policy on this page and change the effective date at the top. If we make important changes, we will post a notice on our website.
